Stability in Overall Pension Plan Funding Masks a Growing Divide


The aggregate funded ratio for state and local pension plans is hovering around 72 percent. However, dividing the plans into equal segments, the top third is between 81 and 111 percent funded, the middle third is 68 to 80 percent funded, and the lower third is between 16 to 67 percent funded. The outlook for maintaining funded status or facing the need for more stringent reforms depends upon the tier within which a particular plan might fall.
